Why did Zoroark and Lycanroc fail while Lucario and Greninja both succeeded?

Because the anime botched Zoroark's movie. It was a pissed off mom, and most of it centered on it's kid. One of the things that made Lucario popular is that it was genuinely cool in it's debut and the anime.

Same with Lycanroc. It lacks a cool anime presence and it doesn't help that it's pretty garbage in game.

Because Zoroark and Lycanroc were forced. When Lucario debuted, it was just a new gen promo mon, and naturally it gained popularity through that. Same with Greninja, who was nothing more than a starter that a lot of people liked. After taking notice of said popularity, that’s when GameFreak and the marketing team started pushing them more. With Zoroark, everyone could tell it was trying to be a repeat of Zoroark, and with Lycanroc, they were really trying to make it seem more special than it is. They tried to force popularity, and ended up getting backlash.

Lucario was EVERYWHERE in gen 4. The anime gave it telepathy even though it isn't Psychic and the game just hands you a Riolu.

The only natural one was Greninja since the push didn't come until two years into the gen. Lucario had an entire movie dedicated to him despite not being a legendary and said movie was easily one of the most promoted movie with the exception of the first three and Power of Us.
