I'd be fine with that. Fish Pokemon are retarded, if a Water type can't battle on land it's pointless. They can't be used in the anime outside of meme episodes and they break your immersion when you use them in the games.

I think the issue is that the English word "fish" is ambiguous in that it can refer to any of a very large group of aquatic animals including sharks, rays, seahorses etc. but it can also refer just to those with a certain body shape. OP presumably means the latter.

Well, even if you only count Osteichthyes as "fish" (by the way, the word "fish" has no taxonomic value and is a common name to describe anything in Osteichthyes, Chondrichthyes, and Agnatha. If we wanted to make it monophyletic, all teatrapods would have to be included as fish since the Osteichthyes are closer to them than to the other two "fish" groups), seahorses still fall under that, with sharks and rays being excluded since they're a whole other Class of aninals.
