Red "the fighter" and Blue "the trainer" were both skilled fighters, the distinction being the classical "improvisation VS learned skills" as shown in their League match, as well as them learning from each other's habits. Another example is Silver being the expert in trading Pokemon; but Blue is the one that actually owns the larger number of Pokemon that require trade evolution. Gold hatches like two fucking eggs and he's the expert egg hatcher? He has had zero involvement in egg-hatching since the end of the GSC saga, if he turned up later on with a Pokemon with Flame Body and a new egg he was tasked to research it might have made more sense. Instead of the letter, even a regular angst scene broken by Pichu's hatching would have been better. Ruby gets a title for his expertise in Pokemon Contests which make no sense since it has fuck-all to do with the 'Dex. X and Y's titles have no symmetry relation; X's title is that of a loner which is a really terrible title for one supposedly given to commemorate significant achievements and has nothing to do with being a 'Dex holder. The list just goes on.
The only one that fit was Crystal as a capturing expert, given that it was what she was explicitly tasked to do. IMO most of these titles feel like they're tacked on to make the dialogue read more impressively and not necessary reflect, or are at best a superfluous addition for the deeds they're supposed to be given for.
