And yeah, no way any of these dudes could possibly be OU ever. Dialga is the only Steel/Dragon type in the game and is an absolute monster, Giratina is a defensive behemoth who would completely annihilate anything in the tier with status conditions and even Palkia has such high offensive prowess combined with his bulk and insane movepool that he'd be nearly impossible to wall.
I guess it's held back by the fact that Palkia has no boosting moves it can use and isn't very fast but it'd still break the entire tier in half. 120/150 mixed offenses are nothing to scoff at and any Z-Move off of that thing is going to hurt, not to mention Heal Block-Z gives it x2 Sp.Atk and lets it shut down any form of healing it pleases.
