No. There's nothing "icy" about their designs or their lore. The type is arbitrarily slapped onto them. Dewgong and Articuno are the only ones that make sense, being an Arctic mammal and a bird representing the power of ice itself.

Unironically Manaphy would make more sense as a Water/Ice type than Cloyster or Lapras since it's based on a slug that thrives at the Arctic/Antarctic seas and even has this mentioned in its dex.

Sobble and Grookey are way off. They will have to be SE against the prev counterparts as the trend states.

If you were capable of using half a brain you'd see that in the OP scenario, Scorbunny and Sobble can hit eachother for SE damage, as can Sobble and Grookey, but Scorbunny has absolutely no advantage over Grookey since fire is made neutral by Rock, and so Scorbunny becomes weak to Grookey with no STAB SE.

There was a correlation electric types and speed were always correlated.
