There is no best Eeveelutions because they all fill different roles effectively, but I think we can all agree that Flareon (and Leafeon maybe) are the worst of the bunch competitively.

Leafeon isn't inherently bad. It just doesn't really do anything other grass types don't. If it gets Sappy Seed next gen, then it would suddenly become viable.
