Back in the day, I used to forget Tangela and Lickitung a lot. Giving them awful evolutions made them far more memorable though.

Sporcle now requires registering to see the overall statistics but Im pretty sure that it used to be Krabby/Kingler, Exeggcute and Exeggutor were at the very bottom but that was obviously because people just dont know how to spell their names.

It was already an evolution of a fairly rare pokemon in a region full of 2 stage water types, but doesn't even have the extra memorability of being a final stage since Kingdra was introduced. Both Kingdra and Horsea are far better known than it due to being one of the early dragon types and from the anime respectively.
