So here’s a question: is it possible to create a Pokemon with a human concept integrated into its design without making it strictly bipedal? Primarina is an obvious example but even it still “stands up”. Could it be done with other themes?

Its Japanese name is Sarunori ("nori" = rhythm) and its French name is Ouistempo (tempo is obvious). If you don't see the drummer theme coming from a mile away, especially from the VERY first reveal clip of it tapping the ground in rhythm with its stick, you're a dumbass.
