Tracey was honestly pretty dope. He's a Pokémon Watcher and actually fits the role:

His forcing of an old, almost disabled Scyther to battle, it still had the spirit, but it was not right. He should have caught a few strong Pokemon and sent Scyther to Prof. Oak for retirement. If you did not understand his bad thing is elder Pokemon abuse.

Dude, what? He adopted and cared for that Scyther when it had been left behind to die alone.

Scyther broke out of the P.C. on his own, fought to save his old tribe by his own volition.

That Scyther wasn't done like you imply. It had the spirit AND the strength to fight with the help of Tracey. If anything Tracey made Scyther achieve exactly what he wanted and had the potential to do.
