2) Learning the best way to construct it (not only understanding how to build the frame but what shapes or lines help you best understand how to mae a form)
It doesn't matter if you prioritize 1 or 2. Both of those things should give you an understanding of what to work on consistently. There's also no crime in simplifying things to help you understand it more as it may be encouraged to do so with certain masses like muscle tone and anatomical parts like hands which are better understood as such due to the amount of joints.
Here's another tip: Learn to love the stick figure or rather the stick figure with joints. One trick you can employ if you wanna play with proportions is changing the size of the joints (represented in teh circles) if you wanna do shit like Mega Man arms or tiny feet out of stylistic choice. Point I'm making is when you get to cartooning, caricatures or exaggeration they don't have to be the same size and it's worth playing with.
