Losing to a kid was such a blow to her pride being the "world's best dragon master" (a blatant lie because she knows her cousin is better) that she makes you do extra work to prove yourself to her and demands you defeat the Pokemon League for the sake of that wounded pride.
Though games after Gold and Silver add to her to soften feelings toward her. In Crystal, you pass a test of character that she herself hasn't passed yet, gets scolded when she throws a tantrum and shuts up when old man threatens to report her to Big Brother Lance, which is all really telling. In HGSS, I recall her being made fun of for her image. Perhaps the tsundere thing comes from how she clearly has some fondness for the trainer but isn't the time to admit it openly. Anyway, I can see how someone can think her adorable because she's just a really immature and insecure girl for all her skill and bravado.
