Jasmine has a conversation with Erika in HGSS (iirc it's when you register Erika's number in your Pokegear for rematches) where she says she's headed up to Sinnoh to try her hand at contests.
Then in DPPt, Jasmine is in Sinnoh (you get the waterfall HM from her) and sometimes shows up in the super contests.
