Because a Z game was never a thing, they let the anime handle Zygarde's story to fill the void in 2015. Then they put Zygarde and Ash-Greninja into gen 7 as compensation.
Game Freak knew that ORAS was next in the middle of X/Y development so they probably realized that after those would be a new generation.
The anniversary thing is coincidence, as generations are typically a few years long.
