Think about it this way. Druddigon is a dragon type. Does being resistant to fire help Druddigon? Yes it does! Does sharing a type with Dragonite a Pokémon with a fantastic movepool, a 600 bst, and a multiscale help Druddigon out in anyway shape or form? No of course not! Ergo the dragon type itself was not broken.

If making a new type was taken off the table they have been forced to cool it a bit or at least make one ice psuedo.
Ever since gen VI I maintained my position that making two good OU tier ice types would have been healthier for the meta than making the fairy type. Means about Landoros continuing to this day make me feel pretty vindicated.
