Taking Gen 7 into account, they still, at the very least, need to be released and obtainable in a mainline title within the same Gen to count, side games don't count, so by default, the lack of Meltan and Melmetal in SM/USUM means they're not Gen 7, and since SwSh is Gen 8, they have little time to be patched into a Gen 7 game, which is heavily unlikely to occur. Therefore, Logic and Rationale dictates they are Gen 8.
