Literally because it's in the best interest of the movie to introduce a new Pokemon they can sell merch of, and since the script for it was written 20 years ago, the best they can do is redesign the movie-only form and treat it as "all new please buy figures and shirts and shit".

This entire movie was a mistake.

It may not be a redesign.

This armour may appear in the film and then Mewtwo removes this one. Later on Mewtwo forges this armour to boost or help control its heightened super Psychic powers.

I have no idea what abilities are amplified with this armour but it looks like it will be a hard thing to over come. It's just Iron Man armour tier.
