But why turn people into Pokemon? What does someone gain from turning people into Pokemon that they otherwise wouldn’t get from catching Pokemon?

The main issue is that they handled Gates so poorly that the ADS turned the fans away. They legitimately thought “yOu caN eNTeR dUngEoNS by TakINg PiCTuReS of CIRCLES!!” was a marketable gimmick.
Rescue Team and Explorers were phenomenal. Super was pretty good, too. Gates poured too many of their resources into a gimmick that didn’t even have all that much novelty.
