It's more due to the West as the Pokemania era set the "standard" for most people before they eventually fell out of it. Japan seems more keen to embrace the new ideas while seeing constantly going back as derivative.

the average consumer has forgotten the older gens other than the first.
the average either doesn't know anything about gen 5 or is repulsed by it.
