mario and zelda are in completely different genres and are not built around the concept of exploring new regions like pokemon is.
also, while those franchises have recurring locations, they don't do them the exact same way every time. for example, ocarina's hyrule is different from minish cap's hyrule. game freak, on the other hand, straight-up copied locations from kanto verbatim and put them into kalos and alola, just so they could pander to people's nostalgia. it breaks immersion, because you know santalune forest and malie garden were made that way for out-of-universe reasons.
