Boomer oldfag here who isn't into pokemon since like 2002. So what's the real ending of GSC?

After defeating Red there's a way to fight the rival again, he appears outta nowhere at the Elite Four before you enter. Never figured either what made him to appear as it seemed to be a random event

Does the game officially end after fighting Red or is there something else in the plot?
