How come Lucario was not in the Detective Pikachu movie?
Every other shillmon was there. Do they not care about the inevitably close gen 4 remakes?

2. They probably wanted to leave some big-hitters for sequels, since much of the appeal of the movie was seeing how the Pokemon look, so they didn't want to blow their load.
