well the logic of "in training -> rookie -> champion" is pretty obvious, as for ultimate and mega I think that's a case of them not realizing (or caring) when they first came up with ultimate digivolutions that they might want to keep going upward after that.

Ultimate (or Perfect as it's known in Japan) was originally the final stage in a Digimon's evolution, with Mega (Ultimate) being a super secret state that few Digimon could attain. But much like Super Saiyan, it just kinda became standard as the series' power escalation grew more and more absurd.

It should have gone something like Champion > Veteran > Legend. With Ultimate and Mega, it lost the fighting experience theme, and created cross-language problems because what the Japanese call the Mega level can also be interpreted as "ultimate".

I always like that about DW1 and Re:Digitize. You don't just bulldoze the entire game with a single Mega mon, no. You HAVE to put in effort to actually get that Mega, then have it die after a few days in-game, then put in MORE effort to get maybe a different Mega.
Some people find it tedious, but I'm always happy getting a Digivolution I never have.

Serious question here, would Digimon be better if they had only four evolutionary stages? The distinctions between Fresh and In-Training, and Ultimates and Megas seem kind of minimal to me.

We're in so deep at this point, I doubt it really matters. Though I do find Fresh -> In-Training to be redundant.
