It's basically portrayed as standing up all the time, even when following you in HGSS. The only exception has been the running animation unused in SM's files. As an even more direct example of this, Zangoose is in a similar boat, with its pokedex even directly addressing the whole standing up in battle thing, yet even in amie/refresh and its walking animations in HGSS and SM, it's on two legs. Granted, the anime's a little better about this. The only pokemon I can think of that has any kind of balnace with this is pikachu, but part of that is just because appealing to both cute and cool is why it was chosen over clefairy to be the mascot. It doesn't have to be on all fours all the time, but most people probably forget these pokemon can do that because it happens so rarely by comparison.

Despite the term being "evolution," a better word for it would be "metamorphosis," though that doesn't sound as cool. Unless a pokemon getting better use of its legs is part of what distinguishes it from other species like Marshtomp, that doesn't have to be the case, especially when it contradicts other source material like what's noted above. That's also painting every pokemon as human-like when that's a whole other can of worms.
