No source, but I remember hearing that they struggled getting the wi-fi to work properly. It also just makes sense because the first gen 4 reveal was over 2 years before the games actually came out.

Game Freak is messy with game development, but The Pokémon Company always plans ahead of everything. If Game Freak had problems developing it, that was a long time ago. If they were still having problems, we wouldn't know about the game. We wouldn't even think about the game, we'd be thinking about something else because they know how to do that.

Yeah but that was when the DS came out, the GBA had so little time existing only by itself. The delay is common belief, but I really can't find a source on that. Closest thing I could find is an IGN article making that supposition if I remember correctly.
