The Eevee must be leveled up near the Ice Rock. Evolution via the Ice Rock supersedes Eevee's other methods of evolution, so it will not evolve into Espeon, Umbreon, or Sylveon when near the Ice Rock.
The location of the Ice Rock is usually in a cold area of the region. It is located on Route 217 in Diamond, Pearl and Platinum. It is located on the lowest floor of Twist Mountain in Black, White, Black 2, and White 2. It is located within Frost Cavern in X and Y, and surf is required to reach it. It is located on the lowest floor of Shoal Cave during low tide in Omega Ruby and Alpha Sapphire. It is located inside of the cave on Mount Lanakila in Sun, Moon, Ultra Sun, and Ultra Moon.
The Ice Rock is not present in Heartgold and Soulsiver, and as such, Glaceon is unobtainable in these games without trading.
