>>38590959It was. There's an NPC in Colosseum that even explicitly says that Shadow Rush's damage is typeless, so it's effective against all Pokemon. Shadow wasn't a thing until XD, which added a bunch of other moves that only Shadow Pokemon could have in addition to Shadow Rush.
