Do all Pokemon introduced every gen actually have a purpose to battle, or do they just throw in some filler just to meet quota?

I think everyone has a niche and someone who'll enjoy using them, for whatever reason. Like, my first thought thinking of Gen 7 was Pyukumuku, but I've seen many who enjoy using his ability.

In gen 7 almost every Pokemon had some kinda unique battle gimmick.
