Not sure where Block is super useful. Without a healing berry to buy you a turn, and without Toxic to deal the final damage consistently, block doesn't do anything. You're also probably better off using Rocks on another pokemon, because you typically want hazards up when probopass comes in to begin with. Putting Toxic over Rocks makes block work, so that's probably what you want to do.
