Yeah you will need to beat loads of Pokemon if you insist. I feel like the Stat Exp system was there to reward you for getting to needlessly high levels. I do not know if the AI tournaments max out their Pokemon, though. I artificially maxed out a team in an emulated Gen 1 game and challenged Round 2 Stadium, and it was immediately apparent that I had an inherent advantage. But that is Stadium 1.

EV training in crystal was how they made you feel like the longer you had a pokemon, the stronger it was.
If you had a butterfree early on in the game, it may not have the best stats but it could easily take on the elite four if you've been using it all game.

It was a very, very good way of making sure people could use their favorite pokemon.

I would say that while a lot of people knew of missingno glitch, most people played normally.
I know they wanted hand raising for the sake of pokemon bond, but it definitely made balancing sooo much easier since your starter would steam roll the game for you since 99.9% of people would always be using it.
