Greninja wasn't included because he appeared in Smash (yes Pikachu, Charizard, Mewtwo, and Lucario were also in Smash but they're way more universal to Pokemon while Smash is primarily known due to Smash by normies). It's also the same reason why Decidueye was the Alola starter added because Incineroar was already picked for Smash
