Is there any pokemon capable of sweeping using FEAR tactics?

I've been playing around with a smeargle using spore/agility/endeavour/ice shard but he's way too easy to counter.

FEAR-like gimmicks only work against low ladder chums 90% of the time and the few good ones are unreliable at best, if they were actually viable you'd see them at high level play as well.

smeargle at least has one advantage. because all of its stats except speed are rock-bottom, it can actually work at level 100, meaning it doesn't broadcast that its a fear user. as a result, if you can clean up the grass/ghost types and garchomp/tapu koko beforehand and clear away the entry hazards, it can be a lethal late game sweeper
