That would be because stall is Smogon's favorite playstyle. Anything that ever threatens stall is "suspected" and inevitably banned.

Now it loses the stall war against ferro. Infestation Shuckle destroys it. It fares like crap in ubers as it still gets OBLITERATED by both SD variants of M-Luc and DM Necrozma, perish song sub M-Gengar (who can also use toxic it and then force it spam soft boiled until it dies with his STAB Sludge Wave), etc

Way to ruin an otherwise already good mon.

Fur Coat is illegal in every custom metagame (I know of) that isn't hackmons, because it's such a fucking stupid ability that if you put any restrictions at all on what the opponent is allowed to hack onto their Pokemon, then Blissey ruins the metagame. And that's with 10 Defense.
With a Defense boost that large I can almost guarantee you there is nothing that actually exists in the game that can 3hko it without some kind of significant stat boost.
