Sadly no. Glaceon is cursed with being a defensive ice type which is one of the worst ways to do a pokemon.
Don't let that stop you from experimenting.
Its options are shallow but they do exist.
Look at the standard sets for it and if that does not work get creative.

It would be decent in a Trick Room Hail team thanks to Blizzard spam, but that's really all I can think of. Probably slightly better in Doubles over Singles. Hail is just a terrible weather condition and really doesn't help Ice types in the slightest.
