I wonder if a new Mewtwo is made, in game speaking, one that has a unique ability to lower the Psychic barriers placed on its full power, so it needs the armour to help supress that power enough for mental control over itself and its powers.

So some powerful Pokemon may get armour, if they have the special ability for it.
