As an Anime, Digimon anime shits all over Pokemon anime. The only thing is that after Digimon Frontier the series went to shit, whereas Pokemon anime got better after Shinnoh. Still Peak Digimon is waaay better than Peak Pokemon.
The protagonists as characters? Tai in Digimon Adventure has better development in around 20 years of Ash (can't) Ketchup. Then again Pokemon anime and Digimon anime are sort of different genres and serve different purposes in its story telling, and since the Pokemon anime is so long and has changed writers many times, Ash has different interpretations and has had his qualities change a lot from writer to writer.
In terms of Powerlevel, Death Battle put it perfectly: if Tai decides to beat Ash up himself as the pokemon and digimon are battling, Digimon are still independent sentient creatures able to fight well on their own, whereas Pokemon are more animal than sentient, and need humans to give orders.
