Why are Pokemon NPCs so garbage at raising Pokemon? The protagonists are usually looked at with wonder at how they got so strong so fast. Do Pokemon normally take a lot longer to "level up" with a random, or have a harder time connecting and bonding with NPCs, and that's why we see random nobodies with an unevolved partner Pokemon and nothing else?

Basically, what makes Pokemon protags special over the other characters in game?
