The movepool's not bad actually, it's got things like Megahorn, Horn Drill, Knock off... the only thing they could give is something like Icicle Spear
It's kind of got what it needs but the stats are just not there

It gets knock off? It could Waterfall/Aqua Tail/Drill Run/Megahorn/Knock Off then. Other water-types still cover most of that, but time has been fairly kind to it. An evolution would be the easiest fix, but Seaking is so deliberately mundane it feels wrong; they could give it another 10 Attack or Speed but beyond that it feels like a Pokemon you make work because you just want to.

Probably not, it's been shit since its inception and its stat distribution isn't very good even if it were to get a buff. It would be better to make Goldeen easier to find early-game, lower the evolution level so it's closer to something like Quagsire, and maybe give it Megahorn a bit earlier.

No. Seaking is kind of a lost cause of a Pokemon. It's forgettable (despite being introduced in the first generation), was always shit, is probably not meant to be good and will probably never be, even with a BST change/increase
There are so many other Water-Types that outclass it in every way at this point

Nah. Part of what makes the Pokemon 'unique' is a ton having shitty BST. This is how you appreciate the contrast between strong and weak, because it exists and is there.

This is also why the majority of 800+ Pokemon will never be good. Seaking does have lightning rod and some cool physical moves though so he's not in the lower end of shit by any means.
