Conceptually, Rock and Steel are hard but Ice is not.
Mechanically, Rock and Steel were designed to be defensive but Ice is a glass cannon.
There is literally no reason for Ice to resist Normal.

Take away Fire's resistance to fairy

It might seem that I'm being hard on fairy but it still has an advantage over fight, dark and dragon. so it's still good.

Boost Ice types freeze chance by 5-10 percent, and have any hit to frozen Pokemon break them free but give a guaranteed critical.

Reduce FRZ time to 3 turn max. with Sunny Day reducing it to 2.
