"armored mewtwo" is a thing from the first movie, and the whole shtick was that it was just a power limiter so that giovanni could control mewtwo, which he pretended was a training device.

Its getting focus to sell figurines. Why do you think this movie looks like shit? they make everyone look at the figurines because they're too lazy to instead make a good looking movie and also sell good figurines, and strapping all the shit onto mewtwo is an easy way to sell more plastic.

The only focus it's getting is merch sales. The manga for it already showed it's going to be on screen as long as the armor previously did in the first movie, which this one is a one to one remake of. In other words not very long.
