Zapods becomes the premier Rain setter. Basically just Pelipper but without the 4x weakness. STAB guaranteed hit Thunder is great, not sure if it gets Hurricane but if it does then its even better. Zapdos is already OU but now it's the top 1% of OU.
Moltres and Articuno get a good buff, but 4x rock weakness plus using two less common weathers means they're probably not OU material. Maybe UU or RU though?
I'm pretty low elo but I like the idea, maybe I'm retarded.

Zapdos is already strong he doesn't need a buff, the other two would go up in usage but still get outclassed by the ninetails variants.
I don't think moltres is fixable without some major overhauls, articuno has potential if his coverage with strong, no miss blizzard would be big.

Hail is bad but Aurora Veil is good. The only reason Aurora Veil Hyper Offense places high on the ladder is because Alolan Ninetales has a good speed tier and can set up Aurora Veil on the turn it enters the field. Hail is a non-issue at best and an acceptable detriment to the team at worst. What makes Aurora Veil teams viable are the offensive threats on the team, none of which actually make use of Hail. Mega Pinsir ignores it, Double Dance Magearna ignores it, and the rest of their wallbreakers ignore it.
Articuno would just be UU's top Aurora Veil setter by virtue of being the only Pokemon that can set Aurora Veil on turn 1. If it gives offensive teams too much presence in the defense-heavy metagame of UU then it'll end up in UUBL where it sits with Gardevoir in the "too strong for UU but completely outclassed and unviable in OU" section.

I dont think drought moltres would get picked over zard y, so really the only mon that gets a buff is Zapdos who's already great anyways

Moltres might bring sun teams into OU as long as they can guarantee he has a good switch in. This means you can save your Charizard from tech options on switch ins that you think are safe. Doesn't happen often but it's useful.

Hail is garbage compared to sandstorm and nothing changes for Articuno

Zapdos is top OU, probably suspected
Moltres remains in UU, may rise to OU if new sun sweepers are introduced (or if sun just becomes popular)
Arcticuno remains PU. If a 1.5x def boost buff were given in hail for ice types (like sand for rock types and spdef) plus new Slush Rush users were introduced it may go up to RU/UU.

This isnt gen 6 anymore, you dont NEED to run a mega on your team anymore so Zard Y using up your mega slot isnt that big of a deal. I also cant really think of any megas that could use sun outside of Mega Houndoom and Solar power is kinda shit.

Then again, dedicated sun teams run torkoal instead of zard y so I might be wrong. The problem is I dont think Moltres would make sun teams any less niche than they already are
