Because it makes perfect sense for a Ditto to disguise itself as other wild Pokemon. Having every Ditto randomly walking around in their soft squishy state never made any sense.
If you want to hunt for it specifically you'll be using a Synchronizer anyway so it won't make any more annoying.

Yup. During the short time I played it, I ran into a sentret that was a bitch to catch, when I finally got it, it transformed into a ditto with that short cutscene.
There are a number of common Pokemon that ditto can disguise itself as.

people already complain that the game is too fucking restrictive as it is, let people who want to capture a good Ditto just do that and don't bother them with a stupid gimmick. In pokemon go this is not a problem because you're supposed to just capture whatever as much as possible.

None of the Pokemon Ditto can become have their shinies introduced in Go. If a possible Ditto Pokemon has its shiny introduced it is removed from the Ditto pool and eventually replaced by something else.

Also, this would be incredibly annoying unless it was limited to specific areas and with nothing less than 20 - 25% in them.

Letting something like Mimikyu or even worse, a Shiny female Salandit turning into Ditto the moment you caught it is asking to be stabbed in the face at least 30 times.

Not that anon, but it sounds simple. There's a "pool" of catchable mons that may actually be a Ditto. Say, for example, like 10. Of those 10 that Ditto mimics in the wild, none of them have a shiny available to catch. The game then introduces catchable shines of one of those 10. It is then removed from the "pool" of Ditto-mons so you never get a shiny Pidgey that's actually Ditto, and they introduce another mon into that "pool" that doesn't yet have a catchable shiny.
