It was not very widely used because other tools like the scraper, a metal instrument to be sharpened, were instead used and because not many had access to sharkskin.
The advantage of the scraper was that it cut wood fibers, while sandpaper merely scrapes scratches out, making smaller and smaller scratches over time.
An important difference between the two tools is that sandpaper makes successively smaller scratches (as used properly from low grit to high grit) whereas a scraper simply yields flat wood.
I'd like to use Garchomp's skin as sandpaper.
