To many rounded features for a predatory bird. It looks slow and bulky rather than something fast and agile. Unless if slow and bulky is what you were going for.

The beaks on the first and second stage don't look natural. And plastered on. The feather tufts on the final evolutions wings can be deleted. And give it more avian bidy shape, from the way that it's drawn it looks like a ball with legs and wings.

The eyes on the first and second stage are souless, try a yellow tone like in the last one.
Wings look odd, try maming some angles.
The feather on their heads just dissapears on the last stage. That's ok, but make some sketches with and without it.

i think the second stage kind of lacks it's own identity. you could remove it and have it be a 2 evo line. or you could do what gamefreak often does and give it some kind of weird personality quirk.

the final stage is perfect as is. the first stage kind of lacks definition in the face/feet. i would honestly just move the head/feet from the second stage onto the first stage and ignore the second stage.

The head is a cluster fuck. Excess hair/fur, horn complex+crystal, sharp and round angles, the ear goes around the head? And a ponytail. Way too much. The snout is also a bit short. If this were a sprite it would be hard to read. Body is a good balance. Sugimori always subtracts/adds to even out a design even if it means making it less cool, it's more about being memorable.

i actually think this one suffers from a bad case of just gets bigger. The body on the final is pretty ill defined. you should definitely work on making the wings more...realistic? as they are they really kinda look bad. if you're gonna keep the messy twigs and shit in the mane you should build on it or something. like, this looks perfect for a gen 1 sprite? but that also means its squished into a box with no room to breath. its really hard to make basic birds that are both basic /and/ interesting. id take this one back to the drawing board. keep the condor idea, but maybe look at some similar vultures and carrion birds, and consider using the ground typing like people have been suggesting.
