I've a feeling Scorbunny was designed by Turner. It shares the same style eyes Turner gives most of his designs (solid eyes with no defined pupils) and looks similar to a design he'd made for Harmoknight (we know Game Freak homage their past in the form of pokémon with Rotom being a Pulseman reference, not out of the realm of possibility it happens again). There's also the design brief he'd gotten for Poipole saying "create something that could be considered a Starter pokémon in a world through a wormhole away from the pokémon world", almost as if it was a test-run for him to see if he had the chops to be given the task of designing a Starter line in the future.
