It even has girlier eye lash make up. Plus I consider the design to be incredibly inconsistent. Why does it have metalic-looking arm braces/arm guards? Why does it have it have a hair tie? Why are it's front paws/hands hoove free despite it's legs having hooves?
It even seems lazier/less thought out than the current incarnation. If it was always supposed to be based on what this post claims

Secondly, the species do not, can not and should not conform to what we consider masculine or feminine. Finally, look at Emboar, Machamp, Hariyama, Incineroar and tell me they look gender neutral. If they do, than I don't see why this doesn't.
Also imo, the current design fits GF style more than the past design.
