Landorus-T getting a ton of usage while Kingler, Noctowl, etc. don't simply isn't a problem. You should be asking "is it overpowered compared to the other viable Pokemon," not "is it overpowered compared to Shroomish?" The answer to the first question is a hard 'no', the answer to the second is 'who cares.'

Of course not. Plenty of good teams don't run Lando, and quite a few good playstyles don't want it at all. Lando is *easy* to have on your team, not mandatory.
