There's nothing wrong with HMs as they used to work and gen V already had a "fix" for their inconvenience GF was too dumb to use.
Just make them be able to be erased by other moves any time, like any other common TM. That's it. So you can put Cut on your dumbass oddish to get an item and then overwrite it with giga drain again if having "an useless move" hurts you so much. As soon as TMs became infinite use this issue was solved and yet gamefreak seems to believe renting genwun shitmons is the solution. No it isn't, they're not my pokemon and the map design suffered a lot with HMs not being an option for roadblocks anymore (this is how we get the stoutland fucker blocking you two times by the way)
