As early as Gen 2 when the Pokemania Fatigue started hitting older kids, but Gen 3's when it was really made apparent.
Of course, no one dared speak up about Blastoise despite literally fitting the "Digimon Criteria" at any point whatsoever at the time, and I'm pretty goddamn sure if they made it today everyone would hate it.

You need to swap blastoise and the carracosta line.
Charmeleon goes on the right.
Fearow and mandibuzz swapped
Diglett and Drillbur swapped
Primape swapped with oranguru and Darmanitan

In hindsight, I'm actually glad gen 3 introduced some more intimidating looking Pokémon. With some exceptions, gen 1 & 2 were lacking when it came to Pokémon that looked like they could fucking annihilate their surroundings.
