The base version could be limited too, look at Scathach in FGO for example. She was one of the cover servants and got her own trailer but wasn’t released until ~4 months after the game launched and was limited

3 stars will just be the generic trainers
4 stars will be gym leaders and player characters with unevolved Pokemon, like say Gold with Cyndaquil or Quilava, or Sabrina with Kadabra
5 stars will be gym leaders and player characters with fully evolved Pokemon, just better Pokemon, or legendaries, as well as Elite Four members and champions
