Outrage already existed, it just got buffed. Draco Meteor didn't make moves such as Dragon Claw and Dragon Pulse unviable. There are still reasons to use these moves over Draco Meteor. Same with "100+ BP moves that arent hyper beam". Hyper Beam was a shit move to begin with, and there were already 100+ BP moves before Gen 4 (Earthquake being a notable example)
Gen 4 did have a little bit of power creep. Most people would say Gen 5 was the start of power creep, because of the amount of legendaries and 140+ Attack/Special Attack mons introduced in the generation, combined with weather wars and (arguably) the gems
While I agree partially with Gen 4/5 being the start of power creep, I'd say Gen 6 was the worst generation for power creep because it introduced Megas. Now with Mega Pokemon running around in OU and other tiers, in most cases your team needs at least one legend and one Mega to be somewhat viable. Megas changed the meta forever, and not in a good way. It was also the start of Game Freak buffing older Pokemon, but the buffs given to older Pokemon weren't nearly enough for them to keep up (unless you count Megas, which I fucking don't)
Now with UBs (which are basically just legendaries in terms of function), every team needs at least one (ideally two or three) legendary-tier Pokemon (whether it would be a legendary, mythical or UB) and one Mega to be viable
Some would argue power creep is inevitable, which I agree to a certain extent. Newer features will outclass older features to sell copies, it's basic marketing, but Game Freak can do things to slow down power creep, which would include:
Removing Megas, UBs and (maybe) Z-Moves
Introduce less legends/mythicals each generation
Buff older and shittier Pokemon
Regular patch updates, to buff or nerf certain Pokemon
